Bologna is the regional capital of Emilia-Romagna, which is one of the most economically developed regions of Italy and has one of the most generous welfare systems and a high employment rate. The city has a population of about 380,000. The main provider of childcare services, in the form of municipal kindergartens, is the public sector, followed by private childcare facilities. Compared to the national average of 14 percent, the proportion of children aged between 0 and 2 years old who attend a public kindergarten is 36.7 percent, one of the highest rates in Italy. At the same time, the average fee is slightly higher than in other cities, at EUR 315 per month. Childcare services are used by 95.7 percent of children aged between 3 and 5, although there are not sufficient places available to meet demand and 700 children per year are not accepted into public kindergartens.
The Bologna CityLab will engage with three main communities, with the initial goal of reaching approximately 1,000 citizens: one major provider of social welfare services (ASP); one NGO (Mondo Donna); and one informal network that runs a local time bank (Momo Banca del Tempo). The ASP has a wide network, with around 5,500 people benefiting from the social care services that it provides directly in Bologna.
The Bologna CityLab will be managed by UNIVE and will focus on engaging a diverse set of community members, including both native citizens and migrants (from Southern Italy and abroad). All three communities that have agreed to join the network are engaged in activities and services that are fully in accordance with the Families_Share objectives, while Families_Share is able to complement ASP services, for example, by facilitating the cohesion of social communities and promoting the integration of families at risk of marginalisation, who typically have greater economic difficulties in balancing work and childcare.
